4th anticorruption workshop held in the frame of the project: „ Cities without corruption-cities with the future“

During 4th workshop held in Križevci on 10.10. 2012 particpants got to know results from the previos workshop: results from the questionaires: How to improve LG image and how to improve transparency of department activity toward other departments and citizens. They got to know results of the problem trees of the activities vulnerable to corruption. Participants were discussing already existing vision and they created mission of the City. With lots of involvement participants were drawing Kri ž evci as corrupted city and they made aims from the defined problems regarding activities sensitive to corruption, on the and there was evaluation and introduction of the program of the future and the last workshop.


Second and third anticorruption workshop held in Križevci on September 11 th and 26 th 2012

In the first phase of the project, participants filled out several questionnaires on the perception of corruption and the identification of activities and services that may be most vulnerable to corruption. Based on these results, during second workshop, participants discussed and decided on 4 identified activities that they will continue to deal with, and make in-depth diagnosis of the process of individual activities. Participants were divided into 4 groups for each activity, and in these small groups they continued to work during next workshops.

At the second workshop held on September 11 th , the participants thoroughly comprehend each of these activities and made an in-depth analysis, distinguishing processes and defined key moments suitable for corruptive activities that occur within each of these activities, using questionnaires "Key areas of intervention - a list of activities" and "Data collection and problem definition".

During third workshop , held on September 26 th , participants have created a diagram to analyze the sources of causes and effects (Problem tree) for all 4 activities identified as potentially vulnerable to corruption. After creating the problem tree diagram, we've discussed in plenary the results, revised the draft charts and have found the best working description of the problem and its causes.

The next stage in the development of the strategy was to convert the identified problems into objectives, specific objectives, desired outcomes of the activities to be performed.


The Second International Conference for Management Consultants in Kiev, Ukraine

On 7th and 8th of September, 2012, in Kiev, Ukraine, was organized the Second International Conference for Management Consultants, under the title "THE FUTURE CAME YESTERDAY: CHANGE OF USUAL MANAGEMENT TOOLS"

At the conference participated director of CHRONOS Info Mr Anton Florijan Barisic, CMC, as a special guest lecturer with presentation „Changing Paradigm in Management Consulting; New chalenges and new approaches to consulting“

The conference was a great opportunity to check applicability and revise one's approaches in consulting as well as to seek answers to the following questions :

•  What does economy expect in future ?

•  How to see the trend behind individual facts ?

•  How to analyze separate repeating manifestations of innovation and create an understandable model of future ?

•  How to work out a "to grow into" strategy ?

•  How to attract your team by the new vision ?

•  How to overcome opposition to necessary changes ?

•  How to get tuned to the positive vision of innovation ?

It was aimed to recognize new trends , opportunities , get encouraged by the new developments in the sphere of consultancy methodologies , techniques and products not only corresponding to the current demands of society and business but anticipating them .


Our team at NIDA Foundation in Poland as part of the Mobility program Leonardo Da Vinci Mobility

 Chronos info, along with partners Nidzicka Fundacja rozwój (NIDA) from Poland participated in Agency for Mobility and EU programs Leonardo da Vinci Mobility program. The project lasted from December 1 st to 21 st 2011.

The Croatian participants of the project " European solutions closer to us " were included in the daily work of the Foundation NIDA in Poland. They had meetings with the coordinators of ongoing projects related to social entrepreneurship, participated in seminars and exhibitions that were organized within the NIDA Foundation and participated in work of social enterprise Garncarska Wioska that is primarily engaged in producing ceramics.

For four days they worked together with consultants and were actively engaged in providing consultancy services for the project beneficiaries from the social economy in the cities of Szczytno, Nowe Miasto Lubawskie and Nidzica, participated in a workshop on ways and opportunities, and the criteria and procedures for the establishment of social enterprises. For tree days participants from Chronos, together with the beneficiaries of the Foundation NIDA, participated in seminars on preparing a business plan, existing funds for the development of social entrepreneurship and the basics of opening the facilities of the social economy.

They also participated in the regional Christmas Fair for craftsmen and social entrepreneurs, as well as a conference on social economy. At the conference they presentated about the nonprofit sector and the development of social entrepreneurship in Croatia.

During a three-week training attendees perfected their skills, renewed and upgraded the knowledge of the social economy and the functioning of the European Social Fund. Through practice they have learned how to apply the principles of the social economy in working with vulnerable groups. Direct contact with workers from the Foundation for the Development NIDA has opened many opportunities, which helped improve approach to monitoring the performance with the unemployed on the field, and showed how the social economy successfully applied in practice. Participants received certificates from local organization as confirmation of the acquired knowledge.


First anticorruption workshop held in Križevci City

The first workshop within the project „Cities without corruption – cities with future“ was held in Križevci City by CEDEX and Chronos Info trainers for the representatives of local government, public institutions and companies on Wednesday 4th July 2012. Within the program LG will, with the support of the experts, design and elaborate strategic plan of corruption prevention through which they will:

  • identify areas most vulnerable to corruption, and with the most negative impact on the citizens lives, future and development of the City and local government, including heads of the departments and the entire staff. (July – September 2012.)
  • elaborate strategies and prepare realization action plan, including external experts and key stakeholders, focusing on improving the efficiency of the organization, promoting transparency and accountability, restricting discretion in making decisions and motivating staff (October-November 2012.)
  • Elaborate action plan implementation and assure implementation monitoring and evaluation of archived results (December 2012 – June 2013.)

The main goal of this program, except for the treatment and prevention of corruption, is to increase the confidence and respect of citizens and residents of Križevci, companies and investors in the integrity and capacity of local governments and the future of Križevci City.

In the first phase, participants filled out several questionnaires about perceptions of corruption and the identification of activities and services that are potentially most vulnerable to corruption. The next workshop was announced and will be held in early September, when the results of the questionnaire will be presented and based on the results the working strategy will be defined.


Start of the anticorruption project in Križevci city

Within the World bank Urban Partnership Program Chronos Info and CEDEX team started conducting the project "Cities without corruption - cities with future" in Križevci City in June this year. Mayor of Križevci mr.Hrg, in cooperation with the trainers, formed a guiding coalition composed of the heads of administrative departments, representatives of the City Council, Youth Council and the city companies that will begin work on the first anti-corruption workshop in July.

Direct work with local authorities will be implemented through a series of interactive workshops where participants will gain better insight into the mechanics, dynamics and processes of corruption and in order to transfer the knowledge required to continue working with local governments.

We will use participatory and interactive approach (a combination of theoretical explanations and experiential learning tailored principles of adult learning). Using this approach, a safe working environment, motivation and active participation of all participants we will provide and efficiently acquire knowledge and skills necessary for dealing with such sensitive areas such as raising awareness of the harmfulness of corruption and the need for prevention.

The results of the project „Cities without corruption – cities with future“ will prepare the community to prevent or deal with corruption, which undermines the economy from within the company inside and violates the fundamental values of social relations in a democratic and civil society. In this way public perception of city government is changing, transparency of its work is increasing and trust of citizens is returned.


PAP Module for skills building held in Zadar, Croatia

After the participants of Project for anti-corruption practitioners successfully completed four modules of the Knowledge building component that lasted from September 2011. until April 2012. Skills building component followed and was held in Zadar from April 23 rd until June 2 nd 2012.

13 participants from Albania, Bosnia and Herzegovina, Croatian and Serbia passed through intensive training to strengthen the capacity to develop their knowledge and skills as trainers, consultants and facilitators, to be able to use tools for participatory strategic planning and organizational development, in order to effectively support public leaders of cities and municipalities in prevention of corruption.

Participants were lead through this anticorruption training by professional guidance of:

•  Ana Vasilache, Executive Director of Romanian organization FPDL, that is successfully disseminating the approach in the region

•  Olivia Baciu, experienced facilitator of FPDL

•  Anton Florijan Barišić, Director of consulting company Chronos info - Croatian partner on the project which was successfully carried out in two cities in Croatia

•  Ronald Mac Lean Abaroa, former mayor of La Paz Bolivia, who first implemented the changes underlying the present anti-corruption approach

•  former Harvard professor Robert Klitgaard, founder of the idea and the approach

Participants worked in teams through the entire process of working with local governments and now the region of South East Europe is now richer for 13 new anti-corruption practitioners who will continue to disseminate knowledge in their countries.

At the end of the workshop a regional conference was held, where the new practitioners and mentors were joined by the Mayors and leaders of cities that gained support within the Urban Partnership Program of World Bank Austria and were selected to work with the anti-corruption practitioners in the continuation of the project, and these are Križevci (Croatia), Zenica (BiH) and Kucove (Albania)

Chronos info involvement in SMEPASS project

Ministry of Economy, Labour and Entrepreneurship and the EU Delegation in Zagreb are implementing the project "SMEPASS" - Promotion and provision of advisory services to small and medium enterprises" (EU IPA IIIC 2007-2009) - The project is worth more than € 2,780,000 and is intended to increase competitiveness of Croatian SMEs.

SMEPASS project is focused on the promotion and provision of specialized consulting services to small and medium enterprises with an emphasis on less developed regions. The project aims to increase the competitiveness of Croatian SMEs by providing high quality support to business consulting. The main focus SMEPASS is to provide consulting services in marketing, product development and quality improvement in order to increase the competitiveness of Croatian SMEs.

Professional consultants, including Chronos Info, have been carefully selected based on their experience in working in a particular industry and the demanding cases, and will work closely with each company. Chronos Info team was selected to work with three small companies from Krapinsko –zagorska, Koprivničko-križevačka and Međimurje County

Awareness raising workshop on corruption in Local governments

World Bank Institute (WBI) and the Partners Foundation for Local Development (FPDL) organized a workshop "Cities without corruption – cities with future" targeted for decision makers in municipalities, mayors, deputy mayors and other local government officials on Monday, March 5 th , 2012, in the World Bank premises in Zagreb.

Attendees had the opportunity to meet with the founder and promoter of innovative and practical approach to the treatment and prevention of corruption in local governments Ronald Mac Lean Abaroa, former mayor of La Paz, Bolivia and President of FPDL Ana Vasilache that successfully adapts and applies this approach in the countries of Central and South East Europe.

Anton Florian Barišić presented the anti-corruption approach applied in Croatia for the first time in cities Zabok and Vrbovec by Chronos info team.

The workshop was organized within the World Bank-Austria Program for Urban Partnership, which aims to strengthen the capacity of local governments of South East Europe, and calls on local governments to apply for the contest after which one selected LG will be equipped with a selected practical tools for decision makers to effectively manage urban development for inclusive and sustainable growth.


Second module of the regional anti-corruption project

Within the second module of PAP (Program for Anticorruption Practitioners) knowledge building componente eight working groups of participants from BiH, Serbia and Croatia processed publication: "Understanding Organizations" by Charles Handy and "Organizational Development: Principles, Processes, Performance" by Gary N. McLean. During February 2012. participants submitted essays which analyze current organizational structure and organizational culture problems in their organizations, with the aim of finding the best solutions to achieve desired changes in the future.


First module of the Regional program for anti-corruption practitioners successfully completed

The first module of Knowledge building component PAP (Program for Anticorruption Practitioners) was successfully completed during November. Ten working groups of participants from B&H, Serbia and the Croatia within the Module No.1 processed the publications: "Corrupt Cities" by Robert Klitgaard, Ronald MacLean Abaroa and Lindsey Parris and "Restore the Health of your Organization Vol 1" by Fred Fisher, Anna Vasilache and Nicole Rata and World Bank's multimedia interactive learning tool "Preventing Corruption by Reinventing Local Government" and delivered the first essays on which they will later be selected for the Skills building component

Chronos Info for EBRD

Anton Florijan Barišić provided consultancy services to the European Bank for Reconstruction and Development (EBRD) acting as a guest speaker for the BAS MDA „Business in Albania“ event in Tirana, Albania form 14 th – 20 th November. He introduced the participant to the international standards of the management consultancy and regional market trends, shared the experience with the prefesional associations and discussed the benefits of the operational considerations in regard to the national professional associations.


Mobility Leonardo DaVinci

Chronos Info, together with the partners Nidzicka Fundacja Rozwoju (NIDA) from Poland participates in the Mobility program Leonardo DaVinci, Agency for Mobility and EU programs.

The project will meet the needs of the participants in terms of becoming acquainted with rules, procedures and purpose of applying social economy approach. Mobilities will take place in Poland, in Nidzica city in the Nidzicka Fundacja Rozwoju: NIDA, from 1 st till 22 nd of December 2011.

The main aims are:

- getting to know process, structures of European Social Fund,

- getting to know structure, processes of functioning of Centers Supporting social economy

- getting to know structures of the trainings for vulnerable groups from rural areas about social economy

- master methodologies of working with vulnerable groups specifically in rural areas and lagging behind areas

Expected outcomes are:

- gather necessary knowledge, skills and competencies to serve the needs of interested groups

- become familiar with EU regulations and recommendations dealing with social economy issues

- become familiar and being able to work within the framework of European Social Fund

Mobilities will take place in Poland, in Nidzica city in the Nidzicka Fundacja Rowoju: NIDA, from 1 st till 22 nd of December 2011.


Harmonization of the CEFTA portal

Chronos Info consultants are responsible for harmonization of the Central European Free Trade Association CEFTA portal. www.ceftatradeportal.com

Goal of this action is to harmonize existing and new texts and make CEFTA portal more users friendly, simplified and more accessible. We created guidelines to set out rules to help CEFTA parties: Albania, B&H, Croatia, Kosovo, Macedonia, Moldova, Montenegro and Serbia fill out requested forms and make harmonization of documents easier for all. Final goal of this action is to make each country members fill out same forms with the same items and patterns in order to gain full harmonization of the texts.


Consultancy for ICIP

Anton Florijan Barišić provided consultancy services to SINTEF Company within the Improved SME Competitiveness and Innovation (ICIP) project in Belgrade, Serbia. He worked with ICIP to develop and implement an effective model of accreditation of Business Support Providers and consultants appropriate to the Serbian context and bases on international (especially EU) practices.

During this project accreditation model ready for implementation was develop, program for capacity building of key personnel involved in delivery of the association was prepared, assistance with the selection of assessors, mentors and trainers suitable to take part in capacity building activities was provided, pilot programs of capacity building to a group of assessors and mentors and a group of trainers was delivered and manuals for training of trainers and assessors, mentors and trainers was prepared, which can be implemented during the remainder of ICIP and subsequently

Program for anti-corruption practitioners started

At the end of September 2011 a selection of participants for Program for anti-corruption practitioners (PAP) in the organization of FPDL and Chronos Info was finished. Twelve organizations from Bosnia and Herzegovina, Serbia and Croatia were selected to participate in the program. Participants, working in teams of two from each organization, have already begun working on Module No.1 of Knowledge building component. The first educational module consists of an essay based on studied literature: "Corrupt Cities - a practical guide for curing and prevention of corruption“ written by Ronald MacLean Abaroa, Robert Klitgaard and Lindsey Parris, two manuals "Restore the health of your organization 1 and 2" of the authors Fred Fisher, Ana Vasilache and Nicole Rata and the brochure “Healthy organizations – curing and preventing corruption in local governments” written by Ana Vasilache and Nicole Rata.


Chronos info in Croatian Chamber of Agriculture

Chronos Info trainers Ivana Pukšec and Anton Florijan Barišić, organized and delivered for members of Croatian Chamber of Agriculture seminar called „Project cycle management and preparation for IPARD projects“. During past week, from 26.9 - 30.10. participants form Croatian Chamber of Agriculture got acquainted with the preparation of the project cycle on a practical example, got familiar with the various measures of IPARD program as well as all the benefits of this program for their members.


CHRONOS Info CEO to win PRIMUS award

Within the event 3 rd Days of business education, on May 24, 2011, Croatian Association of Management Consultants and business magazine “Poslovni savjetnik” organized the 2 nd PRIMUS award ceremony, the Croatian national prize for best consulting projects. The PRIMUS is awarded in 4 regular categories and 1 special category. The one of the winners was Mr Anton Florijan Barisic, Managing director of CHRONOS Consulting and past immediate president of Croatian Association of Management Consultants, who has been awarded with special award for outstanding contribution to the development of consulting profession in Republic of Croatia.

In Osijek, on 13th of April 2011, the results of survey on „Reducing the perception of corruption in local governments – SPEKULAS“ conducted by  the association of Municipalities of Republic of Croatia were presented by authors of the research Mr Teodor Antic and Mr Ivica Malatestinic. Mr Anton Florijan Barisic presented the results of the pilot project „Curing and preventing corruption in local governments – CORPELOG“ implemented by Chronos Info in cities of Vrbovec and Zabok.


Round table "Cities without Corruption - Cities with future, prevention of corruption in local governments"

Round table "Cities without Corruption - Cities with future, prevention of corruption in local governments” organized by the Academy of Local Democracy and consulting organization Chronos Info was held in Zagreb on March 23 rd 2011. Round table was organized to mark the finalization of anti-corruption project in cities Zabok and Vrbovec which lasted from March till December 2010. and promotion of the brochure "Healthy Organizations - treatment and prevention of corruption in local governments" where the experience of Croatian cities is described.

"Little can be done simply by wishing for evil to decrease, our greatest hope is for good to develop". This is the quote that prof. Josip Kregar used to open the round table in his presentation on corruption in local government, stressing both the importance of education, prevention and cooperation of citizens with local governments, and praised the efforts made in this area.

After a brief discussion , project leader Anton Florian Barisic , in front of Chronos info , presented the project in detail , the processes which were used , work methods and tools , and stressed the importance of participatory approach to work , namely , employees of local government during the workshops defined themselves activities sensitive to Corruption in local government and under the guidance of consultants Chronos info elaborated solutions . Some of the goals on which the committed local governments will continue to work on is the application of strategic planning methods in the development of prevention of corruption, improving revenue management and the development of effective human resources management system.

As a final result of the project in both cities the corruption prevention strategies were developed and are currently in the process of being adopted by the City Council as official and binding documents.

Mayors of cities Zabok and Vrbovec, mr Ivan Hanžek and Mr. Vladimir Bregovic expressed their satisfaction over the participation in the project and obliged to implementation of objectives set out in the strategy. They explained that the strategy greatly helps in their work because it gives them guidance and goals by which their cities should develop.

G. Bregovic made an sincere joke at the end saying: "Implementing the strategic plan will help me better understand the voters and citizens and help me win the next election."

The roundtable was also attended by mayors, representatives of NGOs and government, including Ms. Natasa Djurovic from USKOK, a representative of a repressive approach to the fight against corruption and welcomed the initiative of preventing approach and stressed that the we have to put efforts to fight corruption from all segments of society with all the variety of approaches, and work together for the greater good.


Regional anti-corruption portal for Central and Eastern Europe

Chronos Info together with partners from the organization Centre for Excellence in Development (CEDEX) launched a regional anti-corruption portal for Central and Eastern Europe. The aim of the portal is to bring together colleagues, anti-corruption practitioners from the region who also work in treating and preventing corruption in order to facilitate the exchange of experience and knowledge. Chronos Info team on presentation of the project „Fighting corruption – one City at the time“ on regional conferention in Budapest

Regional conference "Fighting corruption - One City at the time" organized by Romanian organization FPDL within the OSI/LGI program "Working together" took place in Budapest 28-30 January 2011. with the goal of sharing information and learning from Program for Anticorruption practitioners 2009-2010. experience in addressing corruption in local governments, process, results and lessons learned.

Teams from Romania, Croatia, Georgia and Poland presented results of the Anticorruption practitioners and Local Governments cooperation

Croatia was represented by Chronos Info team together with project's pilot City Mayors of Zabok and Vrbovec.

The goal of this project implemented in Croatian Cities was to identify organization's activities most sensitive to corruption and implement a participatory strategic planning approach to preventing corruption, and during nine months long implementation those goals were reached. Chronos Info consultants presented methodology and work processes used during five delivered workshops, while the mayors, Mr Bregović and Mr Hanžek presented their Cities in general, explained the reasons for joining the project and expressed satisfaction with the results and committed to the implementation of actions defined in the action plan of Strategy of corruption prevention.

Croatian team also announced plans for the future like multiplication of the project methodology and approach to broader audience, round table on corruption prevention in promotional purposes, creating regional Anticorruption web portal and establishing anticorruption practitioner network.

The conference was also attended by representatives of organizations and local governments of Albania, Bosnia and Herzegovina, Hungary, Italy, Kenya, Lithuania and the U.S.


Strategy of corruption prevention for Vrbovec and Zabok

After 5 anti-corruption workshops , which began in April and lasted until November 2010, we processed all the results and in January 2011. made the final document "Strategy of corruption prevention " for cities of Vrbovec and Zabok where we developed working objectives, detailed activities and an action plan by which the participants will improve the processes within their local governments . After consultations with the participants document was presented to mayors of both cities mr. Bregović and mr. Hanžek and was accepted with delight.

These strategy documents will be presented on January 29 th 2011. in Budapest on regional anticorruption meeting “Working together – Fighting corruption one city at the time” organised by Romanian NGO FPDL and LGI (Local Government Initiative of the Open Society Institute).

Participating in this project Cities of Vrbovec and Zabok became pilot cities and incubators of knowledge and innovative approaches to preventing and curbing corruption .


Last anti-corruption workshops held in Zabok and Vrbovec

We held the last anti-corruption workshop within the project "Cities without Corruption - Cities with future" on 3rd and 4th November in Vrbovec and Zabok.

During the workshop participants in Vrbovec defined the vision and mission of the city, while in both cities, problems previously defined in the Problem tree were turned into goals, elaborated in detailed activities and incorporated into a concrete Action plan.

In order to predict the circumstances that can help or hinder implementation of the plan participants filled out a Force field analysis questionnaire to define supportive and restraining forces.

One more working meeting was arranged in both cities so that participants endorse all collected and processed results and confirm the document that will be presented at the Round table in December.

Seminar on “EU programs - how to prepare and report project”

In an effort to help local and regional governments in their participation in the European Union, the Academy of Local Democracy (ALD) and consultancy firm Chronos Info developed a training program through funding from the EU programs for Croatia, in the form of one-day and multi-day seminars and workshops.

Accordingly, the first in a series of seminars was held on 26th October 2010. in Zagreb with the theme of project financing by the EU, and ways of preparing projects and project cycle management. The seminar was attended by 65 representatives of local governments that rated the seminar as very useful and expressed the desire for further education in this field.

The goal of the seminar is to teach participants how to assess their abilities and knowledge and comparative advantages in relation to the demands of preparing these types of projects, develop techniques and skills of collecting and preparing the data necessary for the successful preparation of proposals, get acquainted with the methodology of the project budget and identifying potential results and a description of the results and possibilities for their multiplication and market commercialization.

The seminar focused on improving skills of potential applicants regarding understanding the call for proposals, methodology search and selection of appropriate partners in the project, and mastering the methodology of writing project. In this sense, a seminar is an introduction to a series of workshops designed to prepare participants for independent work on the preparation, submission and project management


Progress in anti-corruption project in Zabok and Vrbovec

In early April 2010. Chronos Info's team of experts started a series of anti-corruption workshops within the project "Identifying the organization's vulnerability to corruption and creating and implementing a strategic plan for prevention of corruption in local government using the methods of the participatory approach." in cities Vrbovec and Zabok.

From April to October we conducted 4 interactive workshops in each of the cities for public servants and officials in local governments, having around 15 participants per workshop in every city.

During the first workshop , participants prepared and developed a strategic plan for preventing of corruption through which they will:
• identify areas vulnerable to corruption and which at the same time have the most negative impact on the lives of citizens, and future development of the city and city hall, including managers from all departments and all staff. (March-July 2010).
• elaborate a strategy and prepare an action plan for implementation, including external experts and key stakeholders, focusing on improving the efficiency of the organization, promoting transparency and accountability, limiting discretion in decision making and motivating staff (August-October 2010.)
• elaborate and implement an action plan to ensure implementation of monitoring and evaluation of the results (October-December 2010.)

In the first phase, participants filled out several questionnaires on the perception of corruption and the identification of activities and services that may be most vulnerable to corruption. Based on these results, during second workshop , participants discussed and decided on 3 identified activities that they will continue to deal with, and make in-depth diagnosis of the process of individual activities. Participants were divided into three groups for each activity, and in these small groups they continued to work during next workshops.

At the third workshop, the participants thoroughly comprehend each of these activities and made an in-depth analysis, distinguishing processes and defined key moments suitable for corruptive activities that occur within each of these activities, using questionnaires "Key areas of intervention - a list of activities" and "Data collection and problem definition".

Participants have created a diagram to analyze the sources of causes and effects (Problem tree) for all three activities identified as potentially vulnerable to corruption. After creating the problem tree diagram, we've discussed in plenary the results, revised the draft charts and have found the best working description of the problem and its causes.
The next stage in the development of the strategy was to convert the identified problems into objectives, specific objectives, desired outcomes of the activities to be performed.

Finally, the participants individually filled out two questionnaires related to increasing transparency of local government's work and improving the image of local government
that will help them to define the possibilities and scope for improving organizational culture and introduce a new approach in the deterrence of corruption through prevention activities.

During November participants from Vrbovec and Zabok together with our team will proceed with one more, final workshop where they will finalize all the effort and work and develop a concrete Action plan to serve these cities in improving organizational processes and prevent the possible occurrence of corruption.


PRIMUS - Award prizes for the best projects of Croatian management consultants in 2009.

PRIMUS award ceremony was held in Zagreb's Westin Hotel on May 27th 2010, organized by the magazine Business Adviser and the Association of Management Consultants with the aim of promoting excellence in business consulting.

Conference on Professional Certification: Opportunity or Need?

In Bari, Italia, the Conference on Professional Certification was held on May 6, 2010 was organized by the "University of Bari", the "Southern Italy Chapter of the Project Management Institute" (PMI-SIC) and the "Associazione Professionale Italiana dei Consulenti di direzione e Organizzazione" (APCO).

They have invited some of the most qualified and leading national and international experts from Institutions, Public Administrations and private organizations. TRAINING ON CONSULTING IN EXPORT PROMOTION

In Podgorica, Montenegro, in Small and Medium Enterprises Development Directorate of Montenegro premisess, on 13th of April 2010, was held an one day training on consulting in export promotion. The training is a part of regional education programme within the SEE Consultancy network project funded by German Agency for Technical Cooperation (GTZ). The trining was organized and delivered by Chronos Info consulting company, and consucted by Mr Anton Florijan Barišić, CMC, certified management consultant from Croatia.

The topics that have been presented are of the big importance of export promotion, principles of consulting, advisory types, basics of export management and key success factors, the role of consultants in the management of export, practical models, etc.

The main goal of the trainig was to create and promote knowledge and skills for export activities which as the final target have the export promotion and support of SME's, as well as strengthening the capacities of the local consultants oriented to export, members of the SEE Consultancy network.


REGIONAL CONFERENCE ON MANAGEMENT CONSULTING

Croatian Association of Management Consultants and Consulting Network South East Europe organized on 4th and 5 March 2010, in the Hotel Regent Esplanade in Zagreb Regional Conference on consultancy in export promotion called "Export Marketing and Promotion - trends and challenges in export consultancy in Southeast Europe“.

The conference was held as the final event for the project "Building a regional supply of advisory services and markets for export-oriented enterprise" within the open regional fund for Southeast Europe (ORF) - Fund for Foreign Trade, which the Government of the Federal Republic of Germany in six countries of Southeast Europe implemented by German Society for Technical Cooperation (Deutsche Gesellschaft für Technische Zusammenarbeit-GTZ).

Partners in Croatia are the Association of Management Consultants ( www.ups-amc.org ) and the Agency for Export and Investment Promotion ( www.apiu.hr ).

The project aims at building a regional network of export-oriented business consultants to increase the export capabilities of SMEs in the region of Southeast Europe, and the intention of this conference is to show how far have this branch succeeded and what has to be done to achieve the objectives of export strategies.

This conference is of particular importance as a major professional regional consultative forum to promote exports, identified as a gathering place for scientists and practitioners from countries in the region of Southeast Europe. The conference was attended by over 100 participants from countries in the region as it gave the context of a regional gathering of professionals from the consulting profession in the field of development, preparation and promotion of exports.

Topics of the conference are:
• Marketing consulting services in the region - key challenges and opportunities with the workshop on the future development of the SEE Network of Consultants
• EU funds and opportunities for consultants with a workshop on how to become a consultant to the EU - the risks, challenges and benefits

Workshop for creating projects within the CIP - Eco-innovation

On the occasion of launching of call for proposal under the CIP Eco-innovation Community, organized by the European business network, on 20th and 21 April the Info day was held and workshops with the participation of representatives from 105 companies in Croatian Chamber of Commerce premisses.

Project workshop was held by Mr. Anton Flori j an Barisic from CHRONOS Info Company specialized in providing consulting services and training for IPA funds and programs of the community (Community Programmes).

Program CIP Eco-innovation is designed for small and medium sized companies and provides significant opportunities for co-financing projects in the field of innovative environmental and recycling, construction and building, food and beverage sector and green business.

For the period from 2008. to 2013. is planned 200 million euros for innovative projects in the fields of ecology, and this year there is 35 million euro secured a for financing about 45-50 projects rthat will be rated as successful . Thru education and participation in this program, opportunity to increase competitiveness and respond to market demands is beeing ofered to Croatian companies.

Call for Proposals, and withdrawal from the program is opened from April 13th and lasts until September 9th. I mplementation of first projects starts in April 2011th , and 50 percent of total costs is beeing co-financed. The maximum duration of the contract is three years.

During the interactive workshop for making the proposals, participants will recieve important information about how to apply for the Call for 2010, and learn how to find the best partners to identify project ideas step by step, and successfully undergo the process of planning and proposal writing, how to overcome possible difficulties in project management etc. with a representative of the Executive Agency for Competitiveness and Innovation ( EACI).


In early April, Towns and Vrbovec and Zabok will begin with a series of anti-corruption workshops led by trainers from Chronos Info consulting firm. The project entitled "Identifying the organization's vulnerability to corruption and creating and implementing a strategic plan for the prevention of corruption in local government using participatory methods of approach" is funded by LGI's (Local Government and Public Service Reform Initiative). Participating in the project cities and Vrbovec Zabok will become a kind of pilot cities and incubators of knowledge and innovative approaches to preventing and curing corruption.

Direct work with local authorities will be implemented through a series of interactive workshops in which the mayor and responsible public servants and officials in local authorities will attend in order to provide better insight into the mechanics, dynamics and processes of corruption and in order to transfer the knowledge required to continue working with local governments. All training and workshops will be brought from experts experienced in working with local authorities.

We will use participatory and interactive approach (a combination of theoretical explanations and experiential learning tailored principles of adult learning). Using this approach, a safe working environment, motivation and active participation of all participants we will provide and efficiently acquire knowledge and skills necessary for dealing with such sensitive areas such as raising awareness of the harmfulness of corruption and the need for prevention.

Implementation of project activities and implementation of the project, which is in line with the national anti-corruption program of the Croatian Government, is intended to contribute to the reduction and eventual elimination of dangerous practices of corruption in Croatia . The results of the pilot project will prepare the community to prevent or deal with corruption, which undermines the economy from within the company inside and violates the fundamental values of social relations in a democratic and civil society. In this way public perception of city government is changing, transparency of its work is increasing and trust of citizens is returned.

Balcan trust for democracy approved grant of for anticorruption project

Balcan turst for democracy, grantmaking initiative that supports democracy, good governance, and Euroatlantic integration in Southeastern Europe , approved grant to Center for development exelency (CEDEX/CIR) together with partner Chronos Info for implementation of anticorruption project aiming to train new anticrruption practitioners.


Grant approved for „Implementation of the new curicula“ project

The grant for implementing „Implementation of the new curicula“ project was approved to Organization for Economic Policy and Regional Development   (EPRD) Poland, for the needs of Agency for vocational education. Chronos info is a partner on this project beeing financed by IPA European Union fund.


Performance management

In-house seminar „Performance management“ was organized for CHRONOS Info employees. Trainer Silvana Tomić Rotim spent two days in Chronos office guiding us through the matter of Performance Management, getting us aquainted with effects of actions and principles of performance management . Under the skillful guidance we developed a performance management system, determined business objectives of the firm and developed our own personal goals, passed through phases of planning, monitoring and consulting at the end evluation. We decided to be committed and implement the performance management system over the next two weeks within the firm with the aim of further improvment of our efficiency and effectiveness.


Anticorruption project starts in Vrbovec and Zabok

Chronos Info was approved by LGI (Local government and Public service reform Initiative)grant for implementation of „Identifying organization's vulnerabilities to corruptive activities and implementing a strategic and participatory approach to cure and prevent corruption in local governments“ project. Work with cities Zabok and Vrbovec starts in March 2010.

Chronos Info's two anticorruption practitioners attended PAP follow up meeting in Istanbul organized by NGO FPDL (Ro), in collaboration with World bank Institute, together with our colleagues from Albania, Armenia, Belgium, BiH, Czech Republic, Georgia, Hungary, Macedonia, Moldova, Montenegro, Poland, Romania, Russian Federation, Serbia and Slovakia.
Each country team shared information about the 2010 anticorruption projects on curing and preventing corruption in local governments through interesting and demanding exercise of presenting every project in only 3 minutes. Teams shared experience on obstacles in implementing anticorruption interventions and solutions to overcome them. We also identified and agreed on how to define anticorruption interventions success and how to measure it.
Except from strengthening relations and identifying opportunities for collaboration it was a great opportunity to celebrate 15th anniversary of our partner and friend organization FPDL from Romania on the evening Bosporus cruise.

Association of Management Consultants together with trainer and coach Anton Florijan Barišić, CMC leading consultant in CHRONOS Info, organized seminar-workshop "Consulting Skills" on 24th November in Zagreb, which is intended for those who are engaged or wish to engage in business consulting. The conference will be held 03. and 04th December in the European Commission building in Brussels, and is organized by the European Training Foundation (Agency for Education for countries that are not EU members). During the conference there will be the exchange of experiences in collaboration with the education sector presented by a company from Split, SGM, and Efka Heder temporary Director of the Regional Center for entrepreneurial competencies for the countries of South Eastern Europe will present the activities of the Center. The founders of the Regional Center are the Ministry of Economy, Labor and Entrepreneurship and the Croatian Chamber of Commerce.

Conference "Financing and encouraging small and medium enterprises in Croatia"

Croatian Chamber of Commerce - Enterprise Europe Network is organizing a one-day conference, which is intended to present all the institutions, bodies, agencies and foreign, who work in encouraging and financing businesses in Croatia.
The conference will be held on 1st December 2009. The premises of the Croatian Chamber of Economy, Roosveltov trg 2, Zagreb, City Hall, first floor.
The conference is designed in two parts: in the morning main topic will be possibilities of financing from domestic resources while in the afternoon topic will be current and future opportunities within the EU funds.
During first part the topic will be the credits and initiatives of the Croatian Bank for Reconstruction and Development, incentives and guarantees of the Croatian Agency for Small Business and the programs of Business Innovation Center BICRO.

In the second part Central State Office for Strategy and Coordination of EU funds will make review of current and future funding opportunities for SMEs from the EU funds. Croatian Institute of Technology will present the opportunities within the EU Seventh Framework Program for Research and Development, and the Agency for Mobility and programs through educational opportunities entrepreneurs program for lifelong learning. The conference will close HBOR with lecture on "HBOR and EU funds“.

Seminar "Export marketing and sales strategy“ in Belgrade and Sarajevo

Within the project "Building a regional offers of advisory services and markets for export-oriented enterprises" within the regional program of consultants education for consultants and the business community, seminars "Export marketing and sales strategies", were held 5 / 6 November in Belgrade and 19 November in Sarajevo. The project is financed from the funds of the Open Regional Fund for Southeast Europe, and education was accomplished by lecturers-members of the Association of Management Consultants from Zagreb in cooperation with the GTZ offices in Serbia and Bosnia.

Belgrade seminar was attended by 16 participants and seminar in Sarajevo by 24 participants.  Both seminar were rated by participants with very high grades, considering it a very high quality, well managed and productive. Lecturer Anton Florian Barisic, CMC, (CHRONOS Info), who was a speaker at these seminars, received the highest grade 5 in Belgrade, and in Sarajevo high 4.83 points and was rated as an excellent lecturer who has a special skill to transfer knowledge.

Contract with Chamber of Commerce of Macedonia about education on EU Funding

CHRONOS Info has signed the contract with Chamber of Commerce of Macedonia about education on EC Funding Opportunities and Developing a Project Proposal; Intensive Training Course for Project Managers designed for business community

The training programme is designed to introduce all strategic aspects of developing project proposals eligible to be financed by EU funding by discussing the advantages and disadvantages of participation in EU financed programmes from the viewpoints of different types of organizations and to assist organizations who are preparing or who want to prepare projects to participate in these EU financed programmes.
